1. WD’s Management Committee representatives, in collaboration with their provincial counterparts, should consider developing a regional business plan. The business plan would communicate strategic direction, provide some metrics for measuring performance, and promote visibility of the infrastructure programs. WD will raise this recommendation with federal –provincial management committees and will consider the necessity for and development of a business plan for infrastructure programs where WD has a delivery responsibility. 2. WD’s Management Committee representatives, in collaboration with their provincial counterparts, should develop and approve terms of reference for the various sub-committees in order to define roles and responsibilities of each sub-committee created. WD will raise this recommendation with federal -provincial management committees and will consider the development of terms of reference for each sub-committee, clarifying roles and responsibilities. 3. In Manitoba and Alberta, WD Management needs to work with INFC to formalize the current Management Committee appointments in compliance with the provisions in the federal-provincial agreements. WD will raise this recommendation with INFC and propose the formalization of BCF-CC management committee appointments through the provision of a letter to the other federal party whenever a change in the management committee representative is made. However, under existing MRIF MOUs in AB and MB (Sec 2.3), it is clear that a WD representative is to act as federal co-chair. MB and AB Regional ADMs May 2009
4. WD Management should work with INFC to develop strategies to help mitigate the risks associated with project delays. WD will raise this recommendation with INFC and examine opportunities to reduce the risk of project delays and to achieve efficiencies where possible. This issue will be addressed in the BCF MOU with INFC (e.g. service standards), as well as through participation in National Infrastructure Delivery meetings organized by INFC. 5. In Saskatchewan, WD Management needs to work with its provincial counterparts to complete the outstanding audit plans and MRIF annual reports. SK will complete the outstanding audit plans and MRIF annual report for 2007-2008. SK Regional ADM May 2009
6. WD Management, in collaboration with their provincial counterparts, should determine what business needs are currently not being met by SIMSI. WD Management should then communicate those issues to INFC in order that system enhancements are made. WD will raise this recommendation with federal provincial management committees. WD has provided feedback to INFC and has identified business needs that are not currently being met by SIMSI. This issue will be also addressed in the BCF MOU with INFC as well as formally through a letter to INFC from respective WD ADMs. Management committee minutes will be used to demonstrate evidence of this discussion.

The WD Deputy Minister will raise with the INFC Deputy Minister the WD concern about SIMSI not fulfilling its fundamental role in supporting the reporting and accountability commitments of both departments to Parliament.

7. WD Management, in consultation with INFC, should review performance data collection processes and data quality to ensure that appropriate performance data is being collected that will help INFC report on and evaluate program results being achieved. WD will raise this issue with INFC with the purpose of ensuring appropriate performance data is collected under the BCF-CC. Infrastructure Managers have reviewed performance data and the processes by which it is being captured, have identified deficiencies, and have expressed their concerns to INFC. This issue will be addressed in the BCF MOU with INFC as well as formally through a letter to INFC from respective WD ADMs. Regional ADMs May 2009
8. WD Management, in collaboration with their provincial counterparts and INFC, should assess the efficiency and effectiveness of alternative communications methods and techniques and consider increasing post-project completion communication coverage. WD will raise this recommendation with federal and provincial management committees and will consider options for increasing post project coverage and explore other communication techniques where possible. Management committee minutes will be used to demonstrate evidence of this discussion. Regional ADMs June 2009 (as part of the business plan identified in recommendation #1).
